California Hazard Mitigation Grant Program – California Governor’s Office of Emergency Services

Who is Eligible

Emergency management agency or similar state office, federally recognized Native American tribes, local governments or communities, and nonprofits.

What it Funds

Funding to implement mitigation activities, such as the development of hazard mitigation planning, project scoping activities, advance assistance, and other mitigation projects. In California, natural hazards include wildfire, earthquake, drought, extreme heat, flooding, and other natural hazards as defined in the State Hazard Mitigation Plan.

When to Apply

Currently accepting Notice of Interest (NOI), with a deadline of May 10, 2023. If eligible, applicants will then be invited to submit a sub-application by August 4th. NOIs submitted after this date will be considered for the next available funding opportunity.

Available Funds

Grant awards for mitigation projects are 75% of the cost of the project. Available funding varies by project type. Approximately $173 million in federal funding is available in the current funding cycle.

ICARP Regional Resilience Planning Grant Program – Governor’s Office of Planning and Research

Local public entities, California Native American tribes, and community-based organizations.

What it Funds

Staff training related to climate resiliency, community education, and workforce development; updating, integrating, aligning, or preparing planning documents to address climate risk; conducting climate vulnerability or risk assessments.

When to Apply

The Round 1 Final Guidelines and Application will be released on June 13, 2023. The application will be open for about 3 months. Those interested in applying can submit the RRGP Intent to Apply Survey to access assistance.

Available Funds

A total of $12.5 million is available for Round 1, with awards ranging between $150,000 and $650,000.

ICARP Regional Resilience Implementation Grant Program – Governor’s Office of Planning and Research

Local public entities, California Native American tribes, and community-based organizations.

What it Funds

Capacity-building, implementation of state, regional, or local adaptation strategies or planning documents that address climate risk, and other implementing projects that address various climate risks (e.g., drought, extreme heat events, flood, increasing temperatures, sea level rise, and wildfire).

When to Apply

The Round 1 Final Guidelines and Application will be released on June 13, 2023. The application will be open for about 3 months. Those interested in applying can submit the RRGP Intent to Apply Survey to access assistance.

Available Funds

A total of $8.8 million is available in Round 1, with awards ranging between $800,000 and $3 million.

SB 156 Communications: Broadband (2021) – Administering agency to be announced

What it Funds

Expansion of broadband infrastructure and enhancement of internet access for unserved and underserved communities in California.

Available Funds

$6 billion. SB 156 was recently signed into law on July 20, 2021. The bill includes: $3.25 billion to build, operate and maintain open access, state-owned middle mile network. $2 billion to set up last-mile broadband connections for Native American Tribes and local governments. $750 million for a loan loss reserve fund to bolster the ability of local governments and nonprofits to secure financing for broadband infrastructure.
